Development of State Level Health Information Exchange Initiatives

AHIMA's Foundation of Research and Education has released results from a national study on state-level HIE initiatives. It offers research findings, case studies, and workbook materials to assist existing and emerging state-level HIE initiatives. The report is the result of a six-month project conducted under contract to the Department of Health and Human Services, Office of the National Coordinator for Health Information Technology

HIE Resource Tool Kit

Over the last two years more than 200 HIE initiatives—also known as regional health information organizations (RHIOs)—have been formed across the country. And, while enthusiasm for health information exchanges continues to grow, even the most successful efforts struggle with legal, technical, policy and operational challenges.

Many of the solutions to these challenges can be found in sound health information management (HIM) practices. Applying the policies, guidelines, and best-practices of HIM is essential to ensuring that, when data begins to flow between organizations and across state lines, it does so in a manner that meets the need for accuracy, integrity, confidentiality, and all other aspects of data exchange traditionally championed and understood by HIM professionals.

According to the Office of the National Coordinator for Health Information Technology, most data exchange starts (and is needed) in local communities. AHIMA and its 51,000 members have many of the skills required to help build a local infrastructure or exchange. We understand the challenges and barriers that must be overcome to achieve this goal. AHIMA and its component state associations are working to overcome the barriers to effective health information exchange, and ensure that privacy, confidentiality, and security requirements are met while maintaining a patient-centric focus.

We have developed this Web-based tool kit as a resource to assist individuals and organizations interested in participating in health information exchange initiatives. We hope you find the information contained here to be a valuable resource. We will add material to the toolkit over time, including an HIE overview; information and resources for addressing governance, funding, and architecture issues; and hands-on materials for starts up, implementation, and maintenance.
