CCHIT's New Era: Certification Under ARRA

Mark Leavitt, MD, PhD, Chairman of CCHIT

The health information technology (HIT) provisions of the American Reinvestment and Recovery Act (ARRA) provides approximately $34 billion in incentives for adoption and meaningful use of certified electronic health records (EHRs). Dr. Mark Leavitt, chair of the Certification Commission for Health Information Technology, will describe the impact of this landmark legislation and how federal efforts are being developed. He will then discuss how certification is expanding and evolving to meet the higher expectation of ensure the deployment of health IT achieves its promised benefits in quality, safety, and efficiency.

Dr. Blumenthal—the new HHS National Coordinator for Health Information Technology (HIT)—will provide a update on the Obama administration’s implementation of a nationwide HIT infrastructure. Don’t miss this highly placed speaker talking about an increasingly important topic. Dr. Blumenthal previously served as a physician and as the director of the Institute for Health Policy at The Massachusetts General Hospital/Partners HealthCare System in Boston, MA. He was also the Samuel O. Their Professor of Medicine and Professor of Health Care Policy at Harvard Medical School.

More than 4 million copies are in print in the US alone, and countless people claim lessons in the book changed their lives. The book received intense media coverage, including appearances on The Oprah Winfrey Show and an hour-long ABC prime-time special hosted by Diane Sawyer.Wall Street Journal journalist, Jeffrey Zaslow, was drawn to Randy Pausch’s story. While the Wall Street Journal covers the heart of the financial world, Zaslow tends to its readers’ hearts. People face thousands of emotionally charged transitions in their lives, and most come without a roadmap. That’s the territory of Zaslow’s column—from finding a spouse to losing a job, from a child’s first crush to an old person’s last wishes.

 

Physician Adoption of EHRs

Dr. Mark R. Chassin, MD, MPP, MPH, President of The Joint Commission

As Joint Commission president, Dr. Chassin oversees the activities of the nation’s predominant standards-setting and accrediting body in healthcare. Previously, Dr. Chassin was the Edmond A. Guggenheim Professor of Health Policy and founding chairman of the Department of Health Policy at the Mount Sinai School of Medicine, New York, and executive vice president for Excellence in Patient Care at The Mount Sinai Medical Center. Before that, Dr. Chassin served as Commissioner of the New York State Department of Health.

Dr. Chassin has been recognized for his contributions to the fields of quality measurement. He is a member of the Institute of Medicine of the National Academy of Sciences and was selected in the first group of honorees as a lifetime member of the National Associates of the National Academies, a new program that recognizes career contributions. He is a recipient of the Founders’ Award of the American College of Medical Quality and the Ellwood Individual Award of the Foundation for Accountability.

Dr. Chassin received his undergraduate and medical degrees from Harvard University and a Master’s in Public Policy from the Kennedy School of Government at Harvard. He also holds a Master’s in Public Health from the University of California at Los Angeles.

Attendees will gain an understanding of the political process surrounding a notice of proposed rulemaking (NPRM), public comment periods, and how AHIMA responds to each. In addition, gain a drill down into the HITECH portion of ARRA and an overview of incentives, and then review community outreach and the latest information on meaningful use and certified technology.

This session will provide additional understanding to members regarding how ARRA affects accounting of disclosures. Covered entities using electronic health records (EHRs) will have to supply individuals with an accounting of disclosures from those records made for treatment, payment, or healthcare operations purposes during the three years that preceded the request.

1:15–2:15 p.m.               Breach Notification Update

This session will review the changes to breach notification requirements. Previously, covered entities were obligated to mitigate harm caused by unauthorized disclosures of protected health information, but not required to give notice to the individuals whose information was inappropriately disclosed. Learn how covered entities and business associates will be required to notify individuals when security breaches occur with respect to "unsecured" information.

This session will assist attendees in developing their breach response team. In order to comply with the new breach notification requirements the implementation of an organization breach response team is a key factor for success. Learn how you can take the lead in your organization.

This session will focus on the impact of allowing patients’ access to their records online. A key function of health information management (HIM) is the ability to provide information to patients regarding their healthcare.
