David Biel, MCS
Principal
Deloitte Consulting
Dave Biel leads Deloitte’s overall ICD-10 solution. Mr. Biel has served clients in the health plans industry for the past 16 years and specializes in HIPAA-related and core administrative solutions. He also serves as Deloitte’s lead technology principal at several not-for-profit and commercial health plans. He previously led Deloitte’s service offering related to the HIPAA National Provider Identifier (NPI) regulation.
Mr. Biel directly oversees ICD-10 remediation programs at two health plans, one multi-state plan covering more than 10 million individuals, and one regional commercial health plan in the Northeast. He led the development of Deloitte’s approach toward achieving ICD-10 “fluency” within health plans, which includes achieving operational equivalence and financial neutrality. This approach is being used by several health plans to model health plan operations in ICD-10.
He has been actively involved in industry initiatives around ICD-10, including development of a webinar series with America’s Health Insurance Plans (AHIP); participation in an ICD-10 Consortium developed by AHIP and the Blue Cross Blue Shield Association; development of Deloitte thoughtware on ICD-10; and a contributor to articles featured in Healthcare IT News, Health Data Management, Best’s Review, HealthLeaders, and AHIP’s Hi-Wire newsletter on ICD-10.
David earned a Master’s in Computer Science from the University of Iowa.
